The background is the anchor of the Battleship "Maine" which was blown up in Havana Harbor in 1898. This anchor is now in the National Cemetery at Arlington.

Notes

It's difficult to say for sure exactly where this photo was taken, but according to my research, it was most likely at the Mare Island Naval Shipyard, Vallejo, California. The ship pictured, the USS Argonne underwent numerous overhauls at that location during its service.

Interestingly, the Argonne was docked at Pearl Harbor at the time of the 1941 attack by the Japanese, where the ship earned a battle star for aiding in the fleet's defense.
